Condemnation Statement: Keden Human Rights Observatory Condemns the Aerial Attack Launched by the Rapid Support Forces

Keden Human Rights Centre condemns the aerial attack launched by the Rapid Support Forces in the early hours of Tuesday, September 9, on Khartoum State, using 11 “Kamykaz”-type drones, an attack officially claimed by the “Taasis” alliance.

According to information monitored by the Observatory, four drones targeted the Al-Marakhiyat转换 power station north of Omdurman, leading to fires and a widespread power outage. The attacks also included the Al-Jaily refinery north of Bahri, in addition to sites within the Yarmouk complex south of Khartoum, with explosions occurring in various areas of southern Khartoum and Omdurman. The Observatory’s follow-ups indicate that the attacks are still ongoing, with drones flying in the capital’s airspace.

The Observatory believes that these attacks not only represent a serious violation of International Humanitarian Law through the targeting of civilian infrastructure but also directly affect the lives of civilian populations. The power outage has disrupted water supplies and reduced the capacity of hospitals and health centers to provide services, doubling the suffering of families. Furthermore, the continued state of fear and panic may lead to a new wave of displacement, after some residents had gradually begun returning to the capital following two years of forced displacement.

Based on its documented facts, the Observatory indicates that this attack is part of a systematic behavior aimed at instilling panic and thwarting attempts by civilians to return to the capital, thereby exacerbating humanitarian conditions and undermining opportunities for community stability.

The Kadin Human Rights Observatory holds the “Taasis” alliance in its entirety, including the Rapid Support Forces, fully responsible for these attacks and the resulting humanitarian damage and infrastructure losses. The Observatory calls on all parties to adhere to International Humanitarian Law and refrain from targeting civilians or essential facilities. It also urges the United Nations, the African Union, and relevant international mechanisms to take urgent steps to protect civilians and ensure accountability for these violations.

The Observatory emphasizes the necessity of securing and protecting vital facilities—including power stations, refineries, and main water sources—as they are lifelines upon which millions of civilians depend.
